Developer proposes Watkins apartments

WATKINS GLEN—A Spencer developer is proposing building a 28-unit apartment complex off of Route 14, between Bath and Partition Streets.
Developer William Frandsen and Engineer Ted Lauve presented the plans to the Watkins Glen Planning Board, Wednesday, Jan. 16.  According to the project documents, the 28 units would be built on 4.004 acres of land overlooking Seneca Lake near the Elks Lodge.  The apartments will be split between two buildings.  Each individual apartment is two stories high and includes a garage.  The first building will consist of 16 units and building two will consist of 12 units.  The project will be called Seneca View Terraces.
The main access will be from North Monroe Street along a new drive.  Secondary access will be from North Jackson Street.  The plans have no direct access from Route 14.  The plans state public water and sewer is available, but will require improvements and extensions prior to connection.  Stormwater quality and quantity controls will also be constructed and will discharge into the existing municipal system.
The developer expects to construct the development in one phase and be completed after one year.  
However, no approval was given at the Jan. 16 meeting.  Frandsen will return to the planning board with changes to the plans and to officially submit his proposal.
