Dresden village board 12/7/11

Meeting: The Dresden village board met for one hour 35 minutes, Wednesday, Dec. 7.
Attendance: All board members were present. There were seven people in the audience.
Action: The board approved refinancing the fire department’s fire truck and siding bonds with Lyons National at a rate of 2.65 percent. The board also heard discussion about the fire department’s budget. Fire Chief Warren Zimmerman said the town of Torrey has approved the budget.
Discussion without action: The board heard insurance coverage from Steve Stork. Stork said the village insurance cost for 2012 will be $10,130.97, down from $10,273.06 in 2011. Stork said the board should think about taking collision off of the older vehicles. The fire department insurance was then discussed. The actual firehouse building is under the village insurance because the building is all one, the fire department budget is charged for their portion of the building.
    • Board member Tim Chambers asked about the contract with Penn Yan and if there is a penalty to get out of the agreement for water system access if there was another source. John Christensen said that Benton was extending their system from the Geneva to the Torrey town line. Chambers suggested the municipalities that are purchasing water from Penn Yan meet to discuss options.
    • The U.S. Department of Agriculture Rural Development will check in January 2012, to see if the village is compliant with the American with Disabilities Act. Clerk Terry Dilts said the village has done all of the work except for painting the parking lot. Superintendent Brian Ellis was not sure as the weather will probably not allow painting the ground. This will be decided weather permitting.
    • Trustee Thomas McGuigan mentioned that two thirds of the playground is over grown with weeds and asked Ellis to have is worker clean it up. Resident Hatter Reynolds also mentioned that the park needs more stone.
Appointments/resignations: Joanna Errico was appointed to the planning board. There is still one opening on both the village planning board and the county planning board.
Upcoming meetings: The next village board meeting is Wednesday, Jan. 7, at 7:30 p.m.
