Fire fund questions continue

PENN YAN—Discussion of the Penn Yan fire department contract continued at the May 18 meeting of the Penn Yan Village Board.
Trustee Wayne Davidson said the Ad Hoc committee reviewing expenditures is coming up with recommendations.  Committee chairman Michael Christensen said the group will develop a process and will have some type of interim procedure for the expenses.
The quarterly contribution of $10,625 to the fire department was on the agenda and Trustee Richard Stewart asked if active firefighters on the board could vote on the matter. Trustee Bart Winslow, who is one of three active firefighters on the village board, said his guess was that the question is one for the village attorney.
Trustee Michael Christensen is a member of the department, but is not active in the department. Mayor Bob Church and Vice-mayor Willie Allison are also members of the department. As a result, four of the seven trustees are considered to be fire department members for the purpose of voting. Church provided some clarification, commenting, “The law says if the majority are members they may vote, emphasizing the word may.”
Christensen said committee members Davidson and Stewart met with the fire chiefs, and trustee Chris Christensen reviewed expenditures. He said the intent is that the process will be a helpful tool in developing a process in how money for the fire department will be documented. Christensen said there have been some very helpful discussions, adding, “We are looking into more itemizing how the money is spent and accountability regarding expenses. There is no formal report or suggestions at this time.”
During the discussion, Vice-mayor Willie Allison said, “We don’t believe there has been any wrongdoing.”
