Hammondsport school board 2/16/11

Meeting:  The Hammondsport school district board of education met Wednesday, Feb. 16, for three hours, plus a 10 minute executive session.
Attendance:  All board members were present.  There were 19 members of the public in the audience.
Action: Increased the substitute bus driver rate from $12 per hour to $12.41.
Discussion without action: Board Clerk Nancy Clarke reported that she had that day received a petition with 961 signatures requesting a referendum on the board’s decision to sell the surplus Curtiss school to the town of Urbana. She will now work to verify that there are valid signatures at least equal to 10 percent of the approximately 4,500 registered voters in the district. Assuming that is the case, a referendum will be scheduled. Superintendent Kyle Bower said that in the interests of keeping down expenses, he hopes it will be possible to coincide the balloting with the regular school election in May.
• Bower reported on the building committee’s recommendations following the facilities condition survey. They recommend a program to address varied legal, safety, and infrastructure needs at an estimated cost of $7,538,810.
• Bower presented preliminary thoughts and information toward the upcoming budget. He said that state aid had totaled $4,280,645 in the 2009-10 school year, and was being projected at $3,636,402 for 2011-12, although it could go much lower.  He recommended to continue the practice of not replacing attrition from non-mandatory positions; eliminating “questionable” sports such as JV soccer; reducing club offerings to their contractual limit; making targeted layoffs, limited to those with least impact on course offerings and graduate profile; establishing three new reserve funds; and making strategic transfers from the various reserves.
Appointments/resignations:  The board accepted the appointment of Ashley Howell, long term substitute teacher, and Brittany Kadamus, student teacher.
• The board accepted the resignation of Chad Walker.
Upcoming meetings:  The next regular school board meeting is Wednesday, March 16, at 7 p.m.
