Montour Falls meeting watch 11/17

Meeting:  The Montour Falls village board met Monday, Nov. 17 for one hour and 30 minutes.
Attendance:  Phil J. Smith was the only board member absent.  There were no members of the public present.
Action: The board agreed to write a commitment letter about the library for the Main Street Grant.  In it, they agree to be the ones to match the money to pay for work on the building because they own the building.
• The close-out meeting for the village hall energy audit was scheduled for the week of Dec. 8
• Clerk Suzanne Casselberry will contact Trowbridge and Wolf for how electric lines for lights will go over the wall at the falls project.
• The board approved the new code of ethics
• Mayor Donna Kelley reported that the next water countrywide water district consolidation meeting for Nov. 20 had been canceled.  She said that the committee wanted to work on getting all of the town and village on board first.  The board decided to wait till Rural Water had come in and looked at their water system before bringing back anyone to ask more.
Discussion without action:  If the Department of Conservation approves it, the village will treat the salt water from the landfill in Montour Falls instead of paying to send it off to Ithaca.  Kelley said it would take almost all of the $15,000 cost of transportation out of their budget.  Watkins Glen had voted against taking and treating the water, but Kelley said it might have had something to do with the moratorium they have on the sewer.  The only time they would not be able to handle the water would be during March and April because those is heavy thaw time.
• The board decided to do nothing with the Clinton Street property for now.
• The board will hold off on offering flu shots till December.
• Kelley reported that the restroom facilities at the marina were pretty much done, it just awaits approval.  Work will continue to be done throughout the winter on the rest of the marina project.
Bids/purchases over $1,000: None.
Appointments/resignations: None.
Upcoming meetings: The next regular board meeting will be Monday, Dec. 1 at 7 p.m. There will be no Dec. 15 meeting.
