Montour Falls village board 11-4-10

Meeting:  The Montour Falls village board met Monday, Nov. 1, for one hour and 20 minutes, plus a 20 minute executive session.
Attendance: Jim Howell was the only board member absent.  There were five members of the public in the audience.
Action:  The board approved paying Steve Stillman Contracting one half the bill for cemetery work.  Mayor Donna Kelley said it is for materials.
• The board approved placing advertisements in travel publications.  Two ads in the winter and spring “Life in the Finger Lakes” would cost $250 each.  The board also approved renewing the membership with “Finger Lakes Tourism” for the village and the marina, both at $325.  Kelley said getting visitors to rent out the transient sites at the marina would pay for the advertising.  The board will also get information listed in the “Trailer Life RV Park Directory” updated.
• The scheduled Monday, Dec. 6 board meeting was moved to Dec. 7.  The board also canceled the Monday, Dec. 20 meeting.
• A bond resolution for $557,500 was approved.  Kelley explained it is for the Transportation Enhancement Program (TEP) grant.
• The board renewed the contract with Paul Mayo, labor contract negotiation consultant.  Kelley said his fee increased to $97 an hour.
Discussion without action:  Kelley said she finally got the agreement with the library signed about work that will be done.  The village and the library was awarded a Main Street Grant.  Kelley said the work would save taxpayers $26,000.  She explained the needed repairs include the attic, basement, and lead paint abatement.
• The board was given a draft rental inspection law to read.  Kelley said there are both pros and cons to it, including questions like how it will be enforced.  She added the village has a lot of landlords who live outside the area.
Bids/purchases over $1,000:  The board approved spending $5,340 on 30 new water meters.  Clerk Suzanne Casselberry said 61 meters in the village need to be replaced.  She added there are 550 total water meters in Montour Falls.
Appointments/resignations:  After executive session, the board hired Cullen Sokolowski as a municipal worker for a probationary period.
Upcoming meetings:  The next regular board meeting is Monday, Nov. 15, at 7 p.m.
