Montour Falls village board 12/08/09

Meeting:  The Montour Falls village board met Tuesday, Dec. 8, for two hours.
Attendance:  All board members were present.  There was one member of the public in the audience.
Action:  The board approved creation of Superintendent of Public Works, a civil service position.  However, the board made no decision on terminating the agreement with the county for highway department supervision.  Clerk Suzanne Casselberry explained the board is waiting for the attorney to go through the letter.
• The village gave the Rural Urban Center project a negative State Environmental Quality Review (SEQR).  The means the board sees no negative impact on the environment in turning the building into apartments.
• A public hearing will be held, Tuesday, Jan. 19 at 7:30 p.m. for the new zoning law.
• The board extended the building ownership agreement for the library until March 31.  Casselberry explained the village and library are waiting for the New York State Department of Parks and Recreation.
Discussion without action:  Fire Chief Tom Carson gave his concerns about parking on West Main Street, between Catharine and Henry Streets.  Casselberry said the concerns were of cars being parked on the sidewalks, making people walk into the street.
• The board is also making sure a non-manure agricultural material is being used on a village property.  The village currently has a moratorium that prohibits the spreading of manure.
Upcoming meetings:  The next regular board meeting will be Jan. 4 at 7 p.m.  A public hearing will be held about changes to parking on Montour Street and the west side of Genesee Street.
