Comptroller wants more village oversight PENN YAN—The recent risk assessment review by the New York State Comptroller’s office was discussed at the Penn Yan village board, Aug. 17. Proposals and ideas regarding use of funds in the future was discussed as were future audits, spending, and a current proposal to the fire department. There was no need seen for an additional audit. The comptroller’s office confirmed the budget issues that have come to light regarding the fire department, and saying it is more an issue of the village and village board, not the fire department. Mayor Bob Church said the village is waiting to hear back from the comptrollers office. He said, “We’re not clear if we will get anything back from them.” In other business: Discussed the Ethics law. State wants to hear from residents PENN YAN—A public information meeting regarding replacement of the Route 14A bridge over the Keuka Outlet in Penn Yan has been scheduled at 6 p.m. Aug. 25 in the Penn Yan Village Hall on Elm Street. An informal open house will be at 5:30 p.m. The meeting is being conducted by New York State Department of Transportation (NYSDOT). It will provide interested parties with information regarding the scheduled project. During meetings earlier this year NYSDOT sought input from village officials and residents on proposed detours during construction and plans have been made for detour routes through the heavily trafficked area. Zeller opens headquarters in Penn Yan PENN YAN—A number of candidates, both Republican and Democrat, are vying for former Congressman Eric Massa’s 29th District seat, and one has set up a headquarters in Penn Yan. Matt Zeller, congressional hopeful, opened his second headquarters at 105 Main St. Penn Yan, Monday, July 26. Clark Pettig, campaign manager, said Zeller spoke to 25 gathered volunteers for the opening. He explained this office will be the main hub for campaigning and educating people in Yates County on Zeller as a congressional candidate. Pettig added it will be staffed mostly by volunteers from Yates, and maybe a few from outside the area if this is Zeller’s closest campaign headquarters. He said exact hours are still being worked out. Pettig explained Zeller is also planning on opening three more headquarters over the next few weeks in Elmira, Olean, and Corning. Read More ...

Judge selects prosecutor for Marchionda case PENN YAN—On July 2, Acting Yates County Judge Dennis Bender named Steuben County District Attorney John Tunney special prosecutor to handle the case against former Penn Yan Mayor Douglas Marchionda Jr. Marchionda appeared in Penn Yan village court Aug. 2. During the brief hearing before village Justice Danny Hibbard, Marchionda reserved his local court rights. Following the hearing, Alan Reed, representative of Tunney’s office, said Tunney will review the investigation material, statutory and case law, and then proceed. Reed said the next step is to determine what can be prosecuted and whether the matter will stay local or go to the grand jury. Windmill will install turbine for energy, attraction PENN YAN—After three years of researching alternative energy sources, The Windmill Farm and Craft Market is getting an unusual looking wind turbine. Lauren Welch, manager, said the plan went before the Barrington planning board Wednesday, Aug. 4. However, he said the town has already given him permits to pour the concrete for the base of the turbine. He added the tentative installation date is the week of Aug. 9. Welch explained he has been looking into solar panels and wind turbines as a way to offset energy costs at The Windmill. He called the energy bill “outrageous.” The turbine will also be on display, part of the attraction of The Windmill. Welch added he would like to install more of these turbines in the future. The turbine will be located in front of The Windmill complex, visible from Route 14A. Welch said it and the current windmill will be parallel to the road. He added he is purchasing the 38 foot high model, which will be just shorter than the 42 foot windmill. Read More ...
