Wayne files January finances seven months late WAYNE—The Wayne board was presented with the completed town finances for January, at the Tuesday, Aug. 10 meeting, seven months late. Supervisor Stephen Butchko said the monthly finances for February to August will follow. At the previous meeting, the town board closed out the 2009 fiscal year, allowing for 2010 finances to be started. Butchko said it took some time to become familiar with the software. “We can’t go on like this,” said board member Barney Hubbs. He also wanted to know when the finances would be caught up, as the board needs to start planning for the 2011 budget soon. Butchko had no exact date for getting it up to date. Residents continue questioning Wayne board WAYNE—The Wayne town board received a copy of the completed 2009 financial report at the Tuesday, July 13 meeting. Supervisor Stephen Butchko said the report was submitted to the New York State Comptroller's Office that very day. According to the comptroller's Web site, Wayne's report was due March 1. At the June meeting, Butchko said he received an extension to file the finances late. However, at the July 13 meeting, resident Lois Wood said she had contacted the comptroller's office asking if this was true. Wood presented a letter from the Office of the State Comptroller from Anthony J. Dolan, manager. In the letter Dolan said there is nothing in his records of an extension being granted. He added the town was sent four "delinquency letters addressed to Supervisor Stephen Butchko regarding this matter." Butchko addresses finances, more questions surface WAYNE—The Wayne town board spent the first part of its meeting going over budget transfers, Tuesday, June 8. Supervisor Steve Butchko explained this addresses concerns brought to the board about the locations of certain funds. He said the 2009 budget was never closed, so the software the town uses to manage the finances could not transition from December to January. The town board started doing budget transfers to reconcile the budget at the meeting. Butchko added that it would not be completed right away, because the board was waiting for Highway Superintendent John McEntire to get back from training before going over highway funds. Former Supervisor Dawn Dowdle brought concerns about a list of funds not mentioned in the supervisor’s budget report to the May meeting. Butchko won't comment on funds WAYNE—After former Wayne Supervisor Dawn Dowdle brought financial records concerns to the board, current Supervisor Steve Butchko said he had no comment, both at and after the Tuesday, May 11, town board meeting. Butchko did say that the town bookkeeper is looking into it. At the May 11, town board meeting Dowdle listed seven missing funds, and one discrepancy, in the supervisor’s budget report. At the meeting, no comment was made by the board on what Dowdle said. When later asked, Butchko said he can’t comment, but Bookkeeper Maureen Kurtz is looking into it. Wayne faces financial questions WAYNE—After concerns and complaints about how finances have been handled, the Wayne town board agreed to revert back to in-house checks and using services already paid for. Close to 40 residents attended the Tuesday, May 11 of the Wayne town board. Dawn Dowdle, former supervisor, spoke during public comment with financial and authority concerns. She said that Supervisor Steve Butchko has procured an outside firm to process and issue payroll and accounts payable checks. “The result of this recent action, payrolls have been paid late, vacation and sick time has not been recorded or paid as used, and the information is no longer updated to the town’s accounting system,” said Dowdle.
