Watkins approves preliminary building plans

WATKINS GLEN—Six months ago, a fire gutted one building on Franklin Street in Watkins Glen.
Now, though, the village planning board approved the preliminary site plan, Wednesday, April 21, for the work to renovate the structure. The building, owned by Jim Guild, housed Yesterday’s Paradise and the Village Variety Shop, which has since moved next door. The plans call for two commercial spaces on the ground floor and four up-scale apartments upstairs.
The board gave the plan a negative State Environmental Quality Review (SEQR), meaning no negative impacts. Board President Joe Fazzary said at first the board had one concern with drainage, because of water off of the roof and down the hill in the back. However, he added the board was convinced it would not be a problem. Fazzary explained the owner said he was willing to do what was necessary to prevent drainage from being an issue.
The project includes a vestibule in the back of the building connecting to the Shoemaker Building. Fazzary said the board is requiring a letter from the owner of that building saying the vestibule plan is all right. Other than that, Fazzary added the board sees nothing wrong with the project.
A public hearing on the project will be held at the next planning board meeting, Wednesday, May 19, at 7 p.m. Fazzary said barring no issue, the board could proceed with approving the final site plan at that meeting.
