Yates budget hearing set for Nov. 23
YATES COUNTY--The Yates County Legislature will be holding the public hearing for its tentative 2016 budget Monday, Nov. 23 at 6:30 p.m. in the county legislative chambers. This comes after a third budget workshop session was held by the legislature following their regular meeting Monday, Nov. 9. The tentative 2016 county budget contains a total property tax levy of $16,023,444, a $213,112 (1.35 percent) increase from the 2015 budget. However, the property tax rate will be seeing a decrease of 2.73 percent in 2016 due to an increase in taxable valuation. The 2016 tax rate is proposed to be $6.72 per $1,000 of assessed value, down $0.18 from 2015's tax rate of $6.90 per $1,000. The county's total budget expenditures are projected to be $41,893,513 in 2016, down $846,903 (1.98 percent) from 2015. However, the revenue side of the budget also projects a decrease in 2016. The total expected revenue is $23,980,984, down $741,333 (3 percent) from 2015. During the Nov. 9 budget workshop, the legislature made just over $202,000 in budget increases with much of it being covered by the county's fund balance. The areas that experienced a change greater than $1,000 are as follows: • A $115,000 increase in the state training school line item. • A $44,286 increase in a deputy sheriff line item. • A $28,000 increase in a sheriff vehicles line item. • A $18,943 increase in a sheriff health insurance line item. • A $9,229 decrease in a deputy sheriff line item. • A $4,515 decrease in a deputy sheriff sergeant line item. • A $4,155 increase in a deputy sheriff investigator line item. • A $3,500 increase in the election workers line item. • A $2,905 increase in the sheriff Federal Insurance Contributions Act (FICA) line item. In other business: • The legislature scheduled a public hearing for a local law to increase the the tax exemption for people age 65 and older. The hearing will be held Dec. 14 at 1 p.m. in the legislative chambers. The local law would increase the amount of income to determine eligibility for tax exemption under section 467 of the real property tax law to $14,000. • The resolution to continue the shared weights and measures director position between Yates and Schuyler Counties from 2016 to 2018 was approved. • The board awarded a bid to Economy Paving for the total bid price of $558,558.58 to reconstruct the County Road 10 bridge over Vine Valley Creek.
