Grand jury indicts Catlin

YATES COUNTY--Elizabeth Catlin, 53, has been indicted by a Yates County grand jury. Yates District Attorney Todd Casella stated there are 95 counts, the most serious of which is criminally negligent homicide (class E felony), and the highest level offense is criminal possession of a forged instrument (class D felony).
The charges stemmed from a coordinated investigation by the state police, the state education department and the District Attorney's Office in the unlawful practice of the profession of midwifery by Elizabeth Catlin. The practice requires a master's degree in an appropriate field plus additional training, education and successful completion of a state examination. She also faces 31 counts each of second-degree criminal possession of a forged instrument, first-degree falsifying business records and second-degree identity theft for the possession and submission of falsified and forged lab submission forms. She is scheduled for arraignment on Jan. 7, 2020 in Yates County Court.
