Montour Falls adopts 2009-10 budget

MONTOUR FALLS—The Montour Falls village board adopted their 2009-10 budget at the Monday, April 20 board meeting.
The board used $200,000 from the general fund to avoid an increase in the tax rate. Trustee Jim Howell repeated his concern of the village using fund balance money this way. He said that he would rather go through the budget line by line and eliminate enough spending to keep the tax rate down.
Trustee Phil Smith has previously explained that the village uses fund balance money to stop a tax rate increase, only if there is enough money in the fund.
In other business:
• The board decided to deny the American Cancer Society’s request to use the carnival grounds for a fundraising rummage sale. Kelley said it was because the group does not have its own liability insurance, which the village requires.
• The open container law will be waived for the Fireman’s Festival in Montour Falls, June 4 to 6, and also for a bike rally, July 3.
• The board authorized submitting a grant application for Restore NY Round 3 funds. A public hearing was held that no one attended.
• The board voted on a 10 year agreement with Time Warner Cable. The board discussed if the village had other options for competition, but did not know of any cable providers in the area. The vote was preceded by a public hearing that no one attended.
• The board authorized the 2009 agreement with the Montour Falls Yacht Club. Kelley said the group does need to sign it, despite the foreclosure on the building. The measure was recommended by village Attorney Robert Halpin.
• The board again discussed having a third party apply for federal funds from state agencies. Kelley said one option they had was to group all of the village’s small projects into one proposal for funds.
The next regular board meeting will be Monday, May 4 at 7 p.m.
