Montour Falls village board 2/7/11

Meeting:  The Montour Falls village board met Monday, Feb. 7, for one hour and 50 minutes.
Attendance:  Phil Smith was the only board member absent.  There were two members of the public in the audience.
Action:  The board approved Schuyler County Partnership for Economic Development (SCOPED) to apply for a forestry grant.  Mayor Donna Kelley said SCOPED is applying for the village and Montour could get up to $25,000.  The money would be used to plant trees.  Board member John King said his problem with the application is that it doesn’t discuss the root length and tree size.  
• The board approved a law where property owners adjacent to a special use application or site plan approval will be notified.  A public hearing was held, but there were no comments.
• Montour Falls will close off Main Street Oct. 8, from 8 a.m. to 10:30 p.m. for the annual Falls Harvest Festival.  The event will actually run from 1 to 8:15 p.m.
Discussion without action:  The board spent over 45 minutes talking about changes to the Village Marina rules and regulations, but no action was taken.  The board talked about: closing the season sooner so water lines could be shut off earlier, not allowing boat trailers to be kept at the marina in the off season, and rates.  Kelley said she did not want to allow trailer storage this year because owners have not maintained the grass around their trailers.  King said he has kept his trailer there and never knew that was a requirement.
• The highway department will be leaving notices on residents’ doors that have not been shoveling snow from sidewalks.  Kelley said Code Enforcement Officer Dean Hoag will follow through with the residents that do not take care of the snow.  She added Hoag does not have enough hours to do this himself.
Upcoming meeting:  The next regular village board meeting is Tuesday, Feb. 22, at 7 p.m.
