Starkey town board 11/05/09

Meeting: Starkey town board met for approximately two hours on Nov. 5.
Attendance: Councilman Bill Holgate was excused. Seven members of the public were in the audience.
Action: Tentatively scheduled a Tri-board meeting at 7 p.m. on Dec. 3. The boards of Starkey, Barrington and the village of Dundee meet as needed to discuss common concerns.
• Agreed to schedule a meeting to amend the proposed 2010 town budget which must be readdressed due to an increase of $10,000 in the cost of health insurance for employees.
Discussion without action: Supervisor Richard Burcaw offered a brief update on the committee that is studying the hydrofracting issue in the county connected to drilling in Marcellus shale. Roads, noise, effect on agriculture and reclamation of land are some of the items being studied. Burcaw said, “My understanding is that drilling here is several years away. Where we are here is on the tail end of the structure and the reserves are not as abundant here.”
• Community Health Improvement project coordinator Lauren Snyder asked if there has been any discussion regarding public access on Starkey Point.  Snyder also updated the board on activities of the health improvement group since her last report to the group. Asked how the Dundee Farmers Market had fared, Snyder said, “Overall it was good for a first year. We will work over the winter to reach potential vendors who did not participate. We had a lot of good comments from the community.”
Bids/purchases over $1,000: Bids for a truck with a plow and dump body were opened but decision was postponed  until the Dec. 10 meeting to allow the board to study details of the bids.
Upcoming meetings: Dec. 10 at 7 p.m. in the town hall on Seneca Street in Dundee.
