Starkey town board 2/10/11

Meeting: The Starkey town board met for approximately two and one quarter hours on Thursday, Feb. 10.
Attendance: Councilman Jim Ritter was absent. Two members of the public were in the audience.
Action: Scheduled a public hearing on the final draft of the zoning regulations at 7 p.m. on Wednesday, March 10.
• Held a public hearing on an application for a Community Development Block Grant. The target area will be west of Rt. 14.
• The board voted to approve a local law changing the date on which the town Board of Assessment Review will meet to hear complaints relative to property assessments. The previous law regarding the date was rescinded.
Discussion without action: The board heard a complaint about Old Lake Road. Resident Paul Brown said the road has an unsafe condition caused by placement of a barricade and posting of improper signs. An accident on the road triggered the complaint. The board decided Supervisor Richard Burcaw will contact the town’s insurance agent to determine legal responsibility and advice on how to proceed. The board will have a discussion with the highway superintendent about noticeable posting being in place on all town roads.
• Town Clerk Sue Crans spoke to the board about conditions in the records room. Crans told the board that mold in the room and cleaning the records need to be addressed.
• More taxes have been collected this year as compared to 2010.  There is $569,000 uncollected as compared to $1,029,000 at this time in 2010.
Appointments/resignations: Reappointed Robert Schiesser to the planning board for a seven year term ending March 8, 2018.
• Reappointed Jerry Cadwell to the Board of Assessment Review for a five year term, ending Sept. 30, 2015.
Upcoming meetings: The next meeting is Thursday, March 10, at 7 p.m.
