Watkins approves preliminary water intake plan

WATKINS GLEN—The Watkins Glen planning board approved the preliminary site plan for the village’s new water intake facility on Salt Point Road, Wednesday, March 17.
Code enforcement officer Gordon Wright said the project does not need a State Environmental Quality Review (SEQR), because it is an extension of an existing utility.  The planning board will hold a public hearing on the site plan, April 21, at 7 p.m.
In discussion of the project, Wright answered questions about the proposed plans for the building.  He said it is right next to the village’s current water intake building.  Mayor Judith Phillips said that building has been sold and is supposed to be turned into a restaurant and apartments.
Wright explained that a new water line farther out into the lake will be built.  He said there was nothing wrong with the old line, it just didn’t go out far enough.  He added it would still be used for backup.
Some water chlorination will take place at the plant, as it currently does.  Wright said they are required by law to do that.  He added most of the chlorination would still take place at the pump station.  The chlorine equipment and facilities will also be improved in the move.  Wright said the rooms containing the chlorine will be contained.
In other business:
The planning board reviewed the village zoning task force’s proposed changes, and passed them on to the village board to approve.  Wright said it includes changes to the use regulation table, the zoning map, and the definition of a spa.  He explained the main thing was expanding the business zone on Franklin Street east a few parcels.  Wright said this area was previously business, but was changed to residential.
Wright also gave a report on the repair work for Jim Guild’s buildings gutted by fire.  He said all the floors have been removed, so it is one big open space, up to the rafters.
