Planning board approves Dandy Mart building

DUNDEE (8/31/16)--The Yates County planning board approved two new building referrals during their regular meeting Thursday, Aug. 25. These included a site plan review for the new Dandy Mart building in Dundee, along with an area variance for a proposed 42 unit apartment building in Penn Yan.
Geographic Information Systems (GIS) Analyst and Land Use Planner with Fagan Engineers Tom Dobrydney spoke about the Dandy Mart project, which is the second phase of work being conducted at their Water Street location. The site plan includes a 3,350-square-foot expansion to an existing building, which will total 5,510 square feet upon completion. The first phase of work was to install a new gas pump canopy to the south of the building, which Dobrydney said has been constructed and is nearing operational status.
"The new entrance to the building will face the new fuel canopy," Dobrydney said. "This site plan application is in conjunction with a DOT (Department of Transportation) permit for some access control to improve the safety of that intersection. The general site plan will be improving the internal vehicular access with more defined parking and greater maneuverability for customers and deliveries."



The proposed building expansion will be built around the existing building on three sides, with a majority of the space being added to the rear of the building. This will help keep the gas station in operation during the construction phase of the project.
The board also gave their approval of an area variance for the Keuka Gardens apartment building in the village of Penn Yan. Located at 199 Brown St. Extension, the building will include 42 units along with 46 parking spaces.
Linc Swedrock with BME Associates said the apartment units will be located on 3.6 acres of land and will be served with public sewer and water. He noted the project meets all of the village zoning requirements of the general commercial district, including the lot coverage, building height, parking all setback requirements and multi-family development code requirements for unit sizes. Swedrock said the variance was requesting a reduction in the square footage for lot standards from a 6,000-square-foot minimum lot to 3,730-square-foot lot size. He added the lot would only allow for 26 dwelling units if built at 6,000-square-foot lots.
Swedrock said the building is three stories tall, adding the footprint is a lot less than if they did 26 units at 6,000 square feet each. He added they are looking at two-bedroom or more units, but will be getting into those details more when they get into the site plan.
Swedrock said they will likely be back before the board at a later date to seek approval of a site plan review. Both projects still require final approval by the village boards before work can begin.
