Streetscape, wastewater projects change

DUNDEE--Village officials have designated changes with two Dundee capital projects that are planned to improve village streetscape and rainwater runoff along with a new addition to the wastewater plant.
Mayor Fred Cratsley Jr. and village officials approved Tuesday, Oct. 8 an amendment of services with the engineering firm Barton & Loguidice to change the work order and re-bid the project. The re-bidding process is necessary because the two bids that were received earlier this year for the streetscape work both exceeded the budgeted amount.
The street project includes:
• Reconstructed porous asphalt driveway aprons, pervious flexi-pave within the pedestrian corridors, stormwater infiltration trees, bioretention bump outs, and a downspout disconnect with an infiltration planter to mitigate significant ponding water problems that have damaged road shoulder pavement sections, driveway aprons and storm ditches.
• Motorists will see improved pedestrian-scale streetscape that will encourage multi-modal mobility and better address stormwater problems.
• New standardized street trees will be planted along both sides of the downtown corridors.
• The existing sidewalks along the south side of Union Street and the west side of Main Street not compliant with disability standards will be reconstructed to be in compliance.
With the new project re-bidding, the base bid will be for the work as originally designed but only at the Main Street and Union Street area for the 2020 construction season. Then, the restructured project area will allow the village to get the additional work done in the 2021 construction season. Additionally, the village will obtain bid costs for each of the stand-alone, fully functional additive bid areas. The locations for the added areas include:
Additive # 1: west side of Water Street from 4 corners to Stoll Street
Additive #2 : east side of Water Street from 4 corners to Harpending Avenue
Additive #3: west side of Water Street from Stoll Street to Millard Street
At the Oct. 8 village meeting, officials also announced a change with the planned new wastewater treatment plant. Mayor Cratsley said the village has decided to add a composting alternative with the wastewater project. Cratsley said, "The composting addition will initially add nearly $1 million to the upfront building costs for the facility, but we will end up saving money every year after it is up and running and we will also help improve the water quality into Big Stream that flows into Seneca Lake."
The composting alternative would involve the addition of a dewatering press and sludge (cake) loadout conveyor within the existing wastewater facility. Sludge would be transported from the facility to a new pole barn located south of the existing facility on the same village-owned land parcel.
The proposed project involves the construction of a new sequential batch reactor (SBR), an ultraviolet disinfection system, a new headworks control building and a new garage storage bay. The current wet weather flow equipment and treatment pond on site will be decommissioned and the existing sludge holding tanks, treatment tank and clarifier are proposed to be demolished.
Cratsley said the village plans to apply and receive grants and state funding for the majority of the project cost. The exact tax cost for village taxpayers has not been announced yet.
Cratsley said the composting facility would produce Class A compost mulch. Class A Biosolid is a designation for dewatered and heated sewage sludge that meets U.S. EPA guidelines.
Dundee officials traveled to Weedsport, New York in September to see their compost system working and hear more details about the operation.
