Village approves condo site plan

PENN YAN--The Penn Yan planning board approved the site plan for a 38 unit condo development Monday, April 4 at their regular board meeting. Keuka Outlet Development applied for the site plan review, which also included a 2,000 square-foot clubhouse and a private marina on the 15.4 acre site. The condominiums will be built on the land formerly occupied by the Penn Yan Marine boat factory, which has since undergone a brownfield cleanup at the site.
Ryan Destro of BME Associates and Developer Chris Iversen attended the meeting to speak on the project. Iversen said each condo unit will range between 1,600 and 1,800 square feet. Destro added costs are expected to be approximately $500,000 each at the Yates County planning board meeting last week. The marina will have 22 available private boat slips, and two public slips. Destro added the marina portion of the project is still going through a Department of Environmental Conservation (DEC) review process. Keuka Outlet Development will have to dredge out an inlet for the lake while leaving an existing island where the shoreline currently is to accommodate the boat slips.
A floor plan provided by the village for the condos shows three bedrooms, two bathrooms and a powder room, along with a living room and kitchen. The master bedroom is located on the ground floor, with two bedrooms on the second floor. There is also a rendering of a two-bedroom duplex model as well. Destro said there will be no age restriction on these luxury condominiums, with plans for a homeowners association to be established.
Destro said there will be two units per building at the site. The doors are planned to face the water, while the garage will be located in the rear of the building. This would allow those who own them to enjoy a porch and a front yard without having the garage in front.
There is currently a development agreement between Keuka Outlet Development, Yates County and the village of Penn Yan. Following approval from the village, Yates County will transfer ownership of the parcels to the village, who will then complete the transfer to Keuka Outlet Development. Iversen said he did not officially know when the property transfer will take place, adding this will be a "multi-year project."
There will be an extension of the current outlet path throughout the site, which will be built by Keuka Outlet Development connecting to the existing trail. This part of the trail will be open to public access.
Branchport resident David Volt expressed his concern about the workforce to be hired to perform the construction work for this project, asking Iversen if he intends to use local workers. Iversen responded he expects to use high-quality craftsmen, noting he intends to draw from the local area as much as possible.
The plan was approved with contingencies. These involved LED light fixtures and heating. If the developer uses gas for heating, it would be addressed in the site plan at a later date.
