Village sets hearing for waterfront pathway

PENN YAN--The village of Penn Yan scheduled a public hearing for proposed waterfront path regulations during the meeting Tuesday, July 21. A hearing was set for Tuesday, Aug. 18 at 6 p.m.
The proposed local law would create a new chapter in the village code to regulate the waterfront pathway from the pedestrian bridge to the end of the outlet and from the lakeshore out to Red Jacket Park. The board also conducted a State Environmental Quality Review (SEQR) on the proposed regulations, determining them to have no adverse environmental impact.
A public hearing was previously held on the regulations, but was tabled to Tuesday's meeting due to board concerns over snowmobile access. Village Attorney Ed Brockman previously stated the rules for the waterfront path are going to be different than for the Keuka Outlet Trail. Some of the new rules include not allowing glass containers or vehicles on the waterfront pathway. He noted this is due to the path passing in front of privately owned entities, including the condominium development, the Hampton Inn hotel and the Top of the Lake Restaurant.
In other business:
• The board set three other public hearings during their meeting, also for the Aug. 18 meeting. Two hearings will be for proposed local laws to amend the water chapter and sewer chapter of the village code in regards to billing procedures. The other hearing is in regards to a proposed local law to amend the street openings article of the streets and sidewalks chapter of the village code.
• A shoreline improvement agreement was signed by the village, which Brockman said allows the developer to install the waterfront pathway across the fireman's field, while also allowing them to enter the property to install a dock and create a small portion of the boat basin.
